NOTICE OF MEETING OF BOARD OF DETERMINATION
Notice Is Hereby Given to you as a person liable for an assessment that the
Board of Determination, composed of Bob Knoblauch, Fay Miller, Ted Dusseau or
alternate will meet on Tuesday, January 23, 2007 at 10:00 A.M. at
Raisin Township Community Center, 3266 Gady Rd., Tecumseh, Lenawee County,
Michigan, to hear all interested persons and evidence and to determine
whether the drain known as the Van R. Miller Drain, as prayed for in the
Petition for "cleaning out relocating, widening, deepening, straightening,
tiling, extending or relocating along a highway commencing at station 0+00
located in the north bank of the Swamp Raisin Intercounty Drain on the line of
the SE1/4 Sw1/4 and SW 1/4 SW 1/4 Section 32 (T-6-S/R-5-E) and the thence
proceeding along existing course across Section 32 through Blissfield Highway,
across Section 31 through Wellsville Highway, across Section 36 Raisin Township
(T-6-S, R-4-E) through Grosvenor Highway, across Section 35, to terminus at
Station 131+3.5 or to some other point deemed necessary according to survey by
J. L. Richard dated July 5, 1921, survey by Walter Frazier dated June 26, 1941,
and survey by Walter E. Frazier dated July 17, 1962.
Also add a branch of an existing private drain located along the east and
west quarter line of Section 36 from the Van R. Miller Drain through Grosvenor
Highway or to another point deemed necessary.
All culvert crossings to be checked for proper size, grade and condition and
corrected, if found necessary for current stormwater flow.
Excavated spoil to be spread on right of way to a height not to exceed
eight(8) inches.
Brush and debris to be removed and piled at intervals on right of way,
separated from spoil, to be disposed of by landowners.
Drain channel banks to be checked for proper slope and stability and
corrected, if found necessary.
Tile outlets to be plainly marked in advance of construction.
Drain district boundaries and apportionment of benefits to be reviewed and
changed, if found necessary and conducive to the public health, convenience and
welfare of Blissfield and Raisin Township s for
these improvements, by the Drain Commissioner.
dated September 28, 2006, is necessary and conducive to the public health,
convenience or welfare of Blissfield and Raisin Townships in accordance with
Sections 72 and 191 of Act No. 40, P.A. 1956, as amended, and for the protection
of the public health of the following cities, villages and townships: Blissfield
and Raisin Townships.
Proceedings conducted at this public hearing will be subject to the provision
of the Michigan Open Meetings Act and you are further notified that information
regarding this meeting may be obtained from the County Drain Commissioner.

NOTICE OF LETTING OF DRAIN CONTRACT
AND
DAY OF REVIEW OF APPORTIONMENTS
VAN R. MILLER DRAIN
NOTICE IS HEREBY GIVEN, That I, Stephen R. May, County
Drain Commissioner of the County of Lenawee, State of Michigan, will, on
Tuesday, December 4, 2007, at the office of the Lenawee County Drain
Commissioner, 320 Springbrook Ave. - Suite 102, Adrian, Michigan, receive
construction bids until 1:00 o’clock in the afternoon
of that day, when bids will be opened and publicly announced for the
construction of a certain drain known and designated as "Van R. Miller
Drain," located and established in the Townships of Blissfield and Raisin,
in said County.
In the construction of said Drain, the following quantities
and character of tile or pipe will be required and contracts let for same:
For the cleanout of an open drain and associated appurtenances located in
Sections 31 & 32, Blissfield Township, and Sections 26, 35 & 36, Raisin
Township, Lenawee County, Michigan. Work consists of approximately 20,325
ft. of open drain.
The construction contract shall be let separately from the
material. Said job will be let in accordance with the diagram now on file
with the other papers pertaining to said Drain, in the office of the County
Drain Commissioner of the County of Lenawee, to which reference may be had
by all parties interested and bids will be made and received accordingly.
Contracts will be made with the lowest responsible bidder
giving adequate security for the performance of the work, in the sum then
and there to be fixed by me, reserving to myself the right to reject any and
all bids, and to adjourn such letting to such time and place as I shall
publicly announce.
The date for the completion of such contract, and the terms
of payment therefor, shall and will be announced at the time and place of
letting. Any person desiring to bid on the above-mentioned work will be
required to deposit as a guarantee that he will enter into contract and
furnish the required bond as prescribed by law. The checks of all
unsuccessful bidders will be returned after contracts are awarded.
NOTICE IS FURTHER HEREBY GIVEN, that on Thursday,
December 13, 2007, at the office of the Lenawee County Drain
Commissioner, 320 Springbrook Avenue - Suite 102, Adrian, Michigan, in the
City of Adrian, County of Lenawee, or at such other time and place
thereafter, to which I, the County Drain Commissioner aforesaid, may adjourn
the same, the apportionment for benefits and the lands comprised within the
"Van R. Miller Drain Special Assessment District," and the apportionments
thereof will be subject to review for one day, from nine o’clock in the
forenoon until five o’clock in the afternoon. At said review, the
Computation of Costs for said Drain will also be open for inspection by any
parties interested.
Pursuant to Section 155 of the Michigan Drain Code, any owner
of land within the drainage district or any city, village, township,
district or county feeling aggrieved by the apportionment of benefits made
by the Drain Commissioner, may appeal the apportionment within ten (10) days
after the day of review of apportionment by making an application to the
Lenawee County Probate Court for the appointment of a board of review.
The following is a description of the several tracts or
parcels of land constituting the SpecialAssessment District of said Drain:

NOW, THEREFORE, All unknown and non-resident persons,
owners and persons interested in
the above-described lands, and you:
Clerk of Lenawee County;
Supervisor of Blissfield Township;
Supervisor of Raisin Township;
Managing Director of Lenawee County Road Commission;
are hereby notified that at the time and place aforesaid, or at such other
time and place thereafter to
which said letting may be adjourned, I shall proceed to receive bids for the
construction of said "Van R.
Miller Drain”, in the manner hereinbefore stated; and, also, that at such
time and place as stated above
from nine o'clock in the forenoon until five o'clock in the afternoon, the
apportionment for benefits and the
lands comprised within the Van R. Miller Drain Special Assessment District
will be subject to review.
AND YOU AND EACH OF YOU, Owners and persons
interested in the aforesaid lands, are hereby
cited to appear at the time and place of such reviewing of apportionments as
aforesaid, and be heard with
respect to such special assessments and your interests in relation thereto,
if you so desire.
This review of apportionments is consistent with Section 154
of the Michigan Drain Code of 1956
and Act 162 of the Public Acts of 1962.
