Floodwood Creek Drain Consolidation Petition

On Tuesday, April 12, 2005 at 7:00 pm a meeting of Board of Determination
will meet at the Riga Municipal Building (7817 Riga Hwy., Riga, MI) to hear all
interested persons and evidence and to determine whether the petition as
circulated is necessary.
BRIEF HISTORY OF DRAIN: Last Levy was in 2004 - $17,500.00 for
maintenance. Previous to this a petition was returned July 23, 1997 requesting
cleaning out, relocating, widening, deepening, and straightening commencing at
the outlet into the River Raisin in Section 22, Blissfield Township, thence
proceeding through Sections 22, 28, 33 into the Township of Riga and proceeding
through Section 4 into the Village of Riga, thence into Sections 9 and 16 for a
Point of Ending at Station 197+09 in the SE 1/4 of Section 16 at terminus, Riga
Township.
CURRENT ACTION: A petition was circulated by John I. Tuckerman and
returned on February 2, 2005 stating "Petitioners hereby petition for the
maintenance and improvement which may include the cleaning out , relocating,
widening, deepening, straightening, tiling, extending, or relocating of the
Floodwood Creek Drain, and tributaries thereto being the Goodrich Drain, the
Riga Ditch Drain, the Goll Drain, The East Riga Drain, the Foster Drain,
The
Lamley & Foster Drain, and the Lamley Drain. The adding of branches and addition
of lands as necessary to the Floodwood Creek Drain including but not limited to
the listed tributary drains and for the consolidation of the drainage districts
for the Floodwood Creek Drain, the Goodrich Drain, the Riga Ditch Drain, the
Goll Drain, the East Riga Drain, the Foster Drain, the Lamley & Foster Drain,
and the Lamley Drain which after consolidation will be known as the Floodwood
Creek Drain and Branches Drain Drainage District, located and established wholly
or partially in the Townships of Blissfield, Deerfield, Riga, and the Village of
Riga, in the County of Lenawee, State of Michigan. Petitioners further request
that a watershed study be performed to determine the recommended consolidation
and to outline areas of the drain which are in need of maintenance and
improvement. Petitioners further show that they constitute at least fifty
landowners within the proposed consolidated drainage district and
whose
lands are liable to assessment for benefits of the proposed maintenance and
improvement. Petitioners further show that the drains petitioned here for
maintenance, improvement, consolidation, and study experience flooding
conditions and have accumulated sediment and other obstructions and have
undersized bridges, culverts, piping and that portions of some or all of the
referenced drains require deepening or widening to properly manage the
conveyance of stormwater within the Drainage District, and that said cleanout,
relocating, widening, deepening, straightening, tiling, extending, or relocating
of such drain is necessary and conducive to the public health, convenience, or
welfare of the Townships of Blissfield, Deerfield, Riga, and the Village of
Riga. Drainage District boundaries and apportionment of benefits to be reviewed
and changed if
found
necessary, for these improvements by the Drain Commissioner and said
improvements of such drain is necessary and conducive to the public health,
convenience, or welfare of the Townships of Blissfield, Deerfield, Riga, and the
Village or Riga."
